1. Introduction
MOCA Cymru is a Charitable Organisation, responsible for
developing and funding the arts in Wales.
MOCA Cymru is committed to promoting equality of access to a full range of
arts events for people of all ages, abilities, cultures and communities and to promoting
equality of opportunity within the arts including race, language, religion, disability, age,
gender and sexual orientation.
2. Our Vision
Our vision is of a creative Wales where the arts are central to the life of the nation and
make a positive difference
We believe that everyone in Wales should have access to high quality arts in all artforms
We believe that everyone in Wales should be able to participate in and engage with
the arts
We believe that artists in all artforms need to be supported to develop their practice
and have sustainable careers in Wales
We believe that the arts can make a vital contribution to life in Wales and that we will
grow this in the future
As an organisation we:

3. Legislative framework
The Race Relations Amendment Act 2000 which came into force in April 2001 amended
the Race Relations Act 1976 to impose a general duty on public bodies in Britain such that
"in carrying out its functions the public body shall have due regard to the need to eliminate
unlawful racial discrimination, promote equality of opportunity and promote good relations
between persons of different racial groups".
The General Duty with which the Council must comply has three parts:
1. Eliminating unlawful racial discrimination;
2. Promoting equality of opportunity; and
3. Promoting good relations between people of different racial groups.
The Council is also bound by the employment duty under the Race Relations Act to monitor
by race and ethnicity:
Staff in post; and
Applicants for jobs, training and promotion
and to publish annually the results of this monitoring.
The scheme will be implemented in accordance with all relevant statutory and regulatory
requirements and will be updated in line with all relevant emerging legislation.
4. Ethnic Diversity in Wales
Wales is now a truly multi-cultural nation with different inheritances, backgrounds and
perspectives. This rich and changing diversity is set to make a major contribution to twenty
first century Wales. Our objective is the promotion of equity and freedom of choice as the
core basis for funding and appraising the arts across Wales.
Wales has a long history of minority ethnic settlement, concentrated mainly in the South
Wales coal ports. The minority ethnic population in Wales today is still highly concentrated
in geographical terms. Two-fifths of the minority ethnic population can be found in Cardiff.
Nearly 70% of Wales' overall minority ethnic population can be found in Cardiff, Newport,
Swansea, Rhondda Cynon Taff and the Vale of Glamorgan.

The 2001 census found that Asian and Asian British people account for the largest share
of the minority ethnic population representing more than 25,000, followed by people of
mixed ethnicity (17,770), people from the Chinese and Other grouping (11,400) and then
people from a Black ethnic background (just over 7,000). There is no dominant individual
minority group.

Interestingly, the majority of the ethnic population in the UK is also of Asian background,
but whilst people from Black backgrounds are the second most predominate group in the
UK, in Wales people of Mixed background are more significant. The proportion of people
from Mixed backgrounds resident in Wales is nearly double the proportion living in the UK
as a whole (29 per cent compared with 15 per cent).
5. Development of the Council's Race Equality Scheme
In 2000 the Council, in partnership with representative bodies from the sector, produced
a cultural diversity strategy, which set out its arrangements for ensuring equality of
opportunity for people from ethnic minority backgrounds in the arts in Wales. The strategy
described the Council's arrangements in respect of providing information, undertaking
consultation, recruitment, employment and training practices and, in addition, for funding
and supporting arts development activities across Wales.
Central to the strategy was the aim to increase the number of artists from black and
minority ethnic communities working professionally in Wales.
This scheme builds on the objectives and actions outlined in the 2000 strategy and also
describes how the Council will meet both the general and employment duties contained
in the Race Relations Act.

6. The Scheme
MOCA Cymru acknowledges that racism exists in Wales and also recognises
that clients and staff may experience unfair treatment or discrimination because of their
race, colour, ethnicity, religion and language. The Council will take positive action to
eliminate individual and institutional racism; to comply with statutory and legislative
regulations.
An action plan will be developed in conjunction with the Race Equality Scheme in full
consultation with minority ethnic groups.
6.1 Aims
To fulfill its duty to promote race equality, MOCA Cymru will pursue the
following aims:
Develop policies and deliver services in a way that takes account of the needs of
different ethnic groups in Wales and does not racially discriminate
Eliminate unlawful racial discrimination
Actively promote equal opportunities for all ethnic groups
Promote good race relations in Wales

The Council should ensure that its services and information are easily accessible by
minority ethnic groups so that they have the confidence to engage with the Council
Demonstrate leadership in the promotion of race equality in the arts in Wales
Demonstrate that the working culture and employment practices of the Council reflect
the needs of a racially diverse population

6.2 Objectives
To achieve these aims the Council will:
Re-test its policies and programmes for their relevance to the general duty of the Race
Relations Act
Support people from all ethnic minority groups to access the arts in Wales
Promote race equality throughout all sectors of the arts in Wales
Seek to increase the level of minority ethnic people represented on the Council and
amongst its advisors
Seek to mainstream race equality in its operational planning and employment practices
by pursuing the following objectives:
Maintain a recruitment and selection system free of racial discrimination
Provide training for staff on race equality
Seek to increase levels of employment within the Council from amongst minority
ethnic people
Maintain a racial harassment free workplace
6.3 Measuring Progress
To effectively measure progress of the Race Equality Scheme, the Disability Equality Scheme
and the Gender Equality Scheme, ACW will set up an Equalities Monitoring Group under
the leadership of the Planning & Development Team. The Group will report directly to
Senior Management Team on progress.
The Chief Executive of ACW, reporting to the Council, will be accountable for and
ultimately responsible for its implementation.
